School-Based Staffing FAQ

Answers to what most Baltimore City and Frederick County applicants ask.

Eaglewings is an active, approved vendor for both Baltimore City Public Schools (BCPS) and Frederick County Public Schools (FCPS). Our school-based program is operated by Eaglewings Educational Service LLC, our education division.
BCPS: Therapeutic Behavioral Aides (TBA, $24/hr), Non-Therapeutic Aides (TAS, $21/hr), Classroom Support Aides, School Health Nurses, Paraprofessionals. FCPS: Private Duty RNs ($46โ€“48/hr), Private Duty LPNs ($38โ€“40/hr), Registered Behavior Technicians ($28โ€“30/hr), Special Education Teachers ($41โ€“43/hr), and Paraprofessionals.
All Eaglewings school-based positions are W-2 employment. We never use 1099 contractors for school placements. That means full payroll tax withholding, workers' compensation coverage, employment protections, and eligibility for our free health, dental, and vision benefits.
School experience is helpful but not required. What matters is having the right credential for the role โ€” CPI Blue Card for TBAs, RBT credential for RBTs, MD RN/LPN license for nurses, MD teaching certification with special ed endorsement for Sped Teachers. Paraprofessional and TAS roles need a HS diploma minimum. If you're new to school-based work, we provide orientation and pair you with an experienced Eaglewings staff member during your first days.
The two districts pay differently because the roles differ. BCPS uses a fixed TBA ($24) and TAS ($21) rate driven by student IEP designation. FCPS pays by role and credential โ€” nursing rates ($46โ€“48 RN, $38โ€“40 LPN) are highest, followed by Sped Teachers ($41โ€“43), RBTs ($28โ€“30), and paraprofessionals set by classification. We can help you find the position that best matches your credentials and pay expectations.
Nursing and behavioral health roles (RN, LPN, RBT, Sped Teacher) typically take 2โ€“4 weeks from application to first day, mostly depending on background check and credentialing processing time. BCPS IEP Aide positions take 4โ€“6 weeks because of the additional 40-hour mandatory training, CPI certification, and BCPS badge issuance. Being responsive to HR paperwork requests is the single biggest factor.
Some Eaglewings employees hold multiple part-time assignments โ€” for example, an RBT working morning FCPS hours and afternoon home-based ABA. You can also transition between districts if a better-fit opening comes up. Let us know your availability so we can match you accordingly.
School-based assignments follow the academic calendar. Summer break, weekends, holidays, and school-closure days are unpaid. Some employees work Extended School Year (ESY) programs in July if their assigned student's IEP includes ESY, and those hours are paid at the regular rate.
