Special Education Teachers are the case managers and instructional leads for students with disabilities. At Frederick County Public Schools, Eaglewings Special Education Teachers write and implement IEPs, deliver specially designed instruction, coordinate related services, and collaborate with general education teachers to ensure students with disabilities can access the full curriculum.

Positions are available across the full range of FCPS special education settings — inclusion/co-teaching classrooms where you support students in the general ed setting, resource classrooms where you provide targeted small-group instruction, and self-contained programs for students with more intensive needs.

What FCPS Special Education Teachers Do

Responsibilities depend on the setting and caseload, but core FCPS Special Education Teacher duties include:

  • IEP development and management — writing present levels of performance, drafting measurable annual goals and objectives, and coordinating IEP team meetings for your caseload.
  • Specially designed instruction (SDI) — delivering evidence-based interventions that address the individualized needs your students' IEPs identify.
  • Co-teaching and consultation — partnering with general education teachers in inclusion classrooms, providing consultation for teachers whose students receive special education services, and modeling accommodations and modifications.
  • Progress monitoring — collecting data on IEP goals, analyzing student growth, and adjusting instruction based on what the data shows.
  • Related service coordination — coordinating with speech-language pathologists, occupational therapists, physical therapists, school psychologists, and behavior specialists to ensure all services align.
  • Family partnership — communicating with parents about progress, participating in eligibility and re-evaluation meetings, and being the go-to point of contact for the family.
  • Compliance — ensuring IEP timelines, documentation, and procedural safeguards meet Maryland State Department of Education and federal IDEA requirements.

Special Education Teacher Requirements

  • Current Maryland teaching certification with a Special Education endorsement — typically Generic Special Education (grades PreK–8 or 6–12) or a specialized endorsement. Reciprocity from other states may qualify if your MD certification is in process.
  • Bachelor's degree minimum; master's in Special Education or a related field preferred.
  • Prior experience writing and implementing IEPs. New graduates from Maryland special education programs are encouraged to apply and will be paired with an experienced mentor teacher during onboarding.
  • Working knowledge of the IDEA legal framework, MD special education regulations (COMAR 13A.05.01), and IEP procedural timelines.
  • Ability to pass FBI + Maryland state background checks and pre-employment health clearance.
  • Willingness to complete Maryland State Department of Education (MSDE) documentation.
  • Comfortable committing to a full-time Monday–Friday school-day schedule following the FCPS academic calendar.

The most common qualifying credentials are Generic Special Education (PreK–8 or 6–12), Severe and Profound Disabilities, and Early Childhood Special Education. Both types of assignments exist. Some FCPS placements are full case-managing teachers in a self-contained or resource classroom — you have your own students and physical space. Caseload size varies by assignment. Maryland regulations set upper limits based on program type, and FCPS classroom staffing follows those limits. Elementary resource classrooms typically serve 12–18 students; self-contained classrooms typically have smaller student-to-teacher ratios with paraprofessional support. You're a W-2 employee of Eaglewings Educational Service LLC, the education division of Eaglewings Allied Health Staffing Agency. You work in FCPS schools under FCPS site supervision but your pay, benefits, and HR relationship are with Eaglewings. This gives you full employment protections and the ability to move to other Eaglewings assignments if the fit isn't right.
Special Education Teacher roles are typically full-time, following the FCPS teacher schedule (approximately 7.5 hours per day, Monday–Friday, following the academic calendar). This is different from paraprofessional and PDN roles which sometimes offer part-time flexibility.
The $41–$43/hr rate is competitive with FCPS's teacher salary schedule when you factor in the free health, dental, and vision insurance and weekly pay. FCPS teachers get pension eligibility through the Maryland State Retirement System, which contract teachers through Eaglewings don't. Eaglewings offers 401(k) with company match instead.
